The majority of the district attorneys throughout Oklahoma utilized an internally developed case management application named DART’s. Due to performance issues and more aggressive statewide goals, an intense search for a replacement case management solution was initiated.
Oklahoma District Attorney Council (DAC) was using a paper-based “buck slips” system to submit information to the Oklahoma State Bureau of Investigation; all information was manually gathered, recorded, and submitted. This system was fraught with delays and data entry errors. The more data was handled, the more opportunity there was for error.
JustWare, JusticeWebview and JusticeBroker from New Dawn Technologies were chosen from among several competitors to partner with DAC to create an electronic filing interface with Oklahoma State Bureau of Investigation (OSBI), provide statewide case management and statewide case and name query via the web.
Elected officials, technical staff members and office staff from around the state agreed upon a standard, common set of code tables and a data replication plan to address the statewide data sharing goals. Each of the individual districts maintain their own JustWare database and replicate key name and case information back to a centralized server located at the DAC in Oklahoma City. This replication enables statewide, statistical, case and name data to be shared. Oklahoma District Attorney employees have access to key case and name information via a secure, Internet accessible, DAC web server through JusticeWebview.
Working in conjunction with New Dawn Technologies’ Custom Development staff, the DAC’s information technology and programming staff consolidated all of DART’s databases. They converted two of the in-house-developed applications into one common, state-accessible, master JustWare database that is housed in Oklahoma City.
The new interface reduces errors by limiting the number of times the data is handled. Understanding error logs is critical to the overall success of the project. New Dawn Technologies worked closely with the DAC and OSBI to create validation checks that would verify the submissions before becoming part of the OSBI repository.
Currently, JustWare’s EventEngine automatically creates an ftp submission of the week’s filing information. Then, the OSBI automatically receives and inputs the DAC submission. The statewide OSBI filing process is now a completely hands-free process.
“The OSBI Filing Interface represents the ultimate payoff for a statewide system. This interface was one of the main goals of implementing a statewide system, and we accomplished this goal,” stated Jerry Ward, MIS Director at Oklahoma District Attorney’s Council. “It has greatly simplified the process of mandatory reporting and reduced the effect of each district to submit their required filings. It is the first time OSBI has received statewide disposition filing. The process is much quicker and more accurate.”
To help the interface become successful, the DAC has developed extensive training materials to help the districts prepare and submit their filings correctly. Each district is trained when their system is installed and receives ongoing training as needed. The training program focuses on entering data correctly in JustWare, replicating database changes to the DAC central database and understanding error logs.
